The chain of managers, servicers, and providers may transfer execution, but it does not transfer institutional responsibility.

An institution may establish control over its own AI environment and still face unanswered questions across the broader ecosystem it relies upon.

Control that stops at institutional boundaries does not address the full operating environment.

Set the evidence standard.

Which model influenced which decision? Where did it execute, physically and jurisdictionally? Who could access it, and under what terms? What elements could be independently reviewed?

Demonstrable control answers these questions through identifiable mechanisms. Policies, principles, attestations, and contractual assurances provide important foundations—but they are not substitutes for evidence of operating control.
